Compliance Without the Consultant-Speak

ABDM readiness for a small clinic, diagnostic lab, or pharmacy is not a giant IT project — it is a short list of registrations, one software integration, and some staff habits. Work through this checklist top to bottom.

Step 1: Registrations

  • ☐ Health Facility Registry (HFR): register your facility — this is your identity on the ABDM network.
  • ☐ Healthcare Professional Registry (HPR): register your doctors (and for labs, authorized signatories).
  • ☐ Decide your role: every record-creating facility should plan to be a HIP (Health Information Provider); clinics that receive referrals also benefit from HIU capability. Primer: HIP & HIU explained.

Step 2: Software Capabilities

  • ☐ ABHA creation & verification at registration (Aadhaar/mobile OTP) — via an ABHA ID creation API.
  • ☐ Care context linking — every visit, report, or dispensed prescription linked to the patient's ABHA.
  • ☐ FHIR R4 records — reports must be shareable as NHA-compliant FHIR bundles; labs see ABDM for diagnostic labs.
  • ☐ Consent handling — automated responses to consent grants and revocations.
  • ☐ Scan & Share QR at reception for instant registration.

Step 3: Staff Training (One Hour)

  • ☐ Front desk: creating ABHA with patient OTP, scanning ABHA cards, handling patients without smartphones.
  • ☐ Doctors/technicians: nothing changes in how they work — but they should know records now link automatically.
  • ☐ Privacy basics: never share records outside the consent flow; direct patient questions about data control to the consent guide.

Step 4: Privacy & Legal Duties

  • ☐ Consent-first sharing only — no bulk exports, no sharing without an active consent artefact.
  • ☐ DPDP Act hygiene — documented purpose for data use, breach response contact, and data retention policy.
  • ☐ Display patient rights — a simple poster explaining ABHA and consent builds trust and adoption.

Step 5: Go Live and Measure

  • ☐ Production keys issued and first real ABHA created at your desk.
  • ☐ Track weekly: ABHA-linked registrations, records shared, Scan & Share usage.
